City Staff Oppose Proposed Joyce Avenue Used Car Lot
City planners cite corridor auto saturation, residential adjacency, and the loss of a community garden in recommending against CV26-078.
A proposal to convert a residential lot in Northeast Columbus into a used car lot has met formal opposition from city planners.
Mohand Azzabene of Lyn and Moe LLC filed Council Variance application CV26-078 on July 28, 2026, seeking permission to operate an automobile sales business at 1390 Joyce Avenue. The 0.14-acre parcel sits at the southeast corner of Joyce Avenue and East 12th Avenue in the North Central Area Commission boundaries. Site plans prepared by JH Architects show a proposed 200-square-foot sales building alongside eight vehicle parking and display spaces.

The parcel is zoned R-3 Residential and currently serves as a community garden. In staff review results issued in August, the Columbus Department of Building and Zoning Services announced that staff do not support the proposed auto-oriented use at the location.
The Columbus Planning Division also recommended against the variance. Planning staff said the Joyce Avenue corridor already experiences a saturation of auto-oriented uses, pointing to an existing tire and auto shop directly north of the parcel. Staff also highlighted the site's immediate adjacency to low-density residential homes and noted that replacing an active community garden conflicts with Columbus Growth Strategy guiding principles that call for preserving neighborhood open space and recreation.
City departments noted that the application requires substantial technical revisions before it could proceed. Building and Zoning Services said the site plan must correct platted building setbacks along both Joyce Avenue and East 12th Avenue to 25 feet instead of 20 feet. The developer must also accommodate a 30-foot clear vision triangle at the northwest corner and a 10-foot vision triangle at the northeast corner, while seeking variances for parking within required setbacks and perimeter screening buffers near adjacent homes. The Department of Public Service added that dedicating 30 feet of right-of-way from the centerline of Joyce Avenue is required, alongside sidewalk connections and bicycle parking.
No public hearings have been scheduled, and Columbus City Council has taken no action on the request. According to city records, the application remains active. To move forward, the applicant must file revised architectural plans and technical filings, then present the case for a formal recommendation from the North Central Area Commission before the variance can appear before City Council for consideration.
