Columbus City Council considers emergency custodial contracts for health department and police academy

Companion renewals totaling nearly $1.2 million with ABM Industry Groups would maintain services before current agreements expire.

Columbus City Council is scheduled to meet on Monday, Oct. 26, 2026, according to the published council agenda. The agenda includes companion emergency legislation authorizing the city to modify and renew custodial contracts with ABM Industry Groups, LLC for the Columbus Public Health Department and the Columbus Police Academy. The measures authorize expenditures of $756,716 from the general fund for Columbus Public Health and $437,052 from the General Fund for the police academy, providing a combined $1,193,768 for custodial services.

The health legislation authorizes the city to modify and renew the contract to purchase custodial services for the Columbus Public Health Department at 240 Parsons Avenue. At the police academy facility at 1000 North Hague Avenue, the companion agreement covers comprehensive maintenance, including cleaning supplies and routine supervision.

For Columbus Public Health, the current custodial contract expires October 31, 2026, while the Columbus Police Training Academy agreement has an initial contract term ending October 31, 2026. City officials requested emergency action so that custodial services can continue uninterrupted at the Columbus Health Department and at the Columbus Police Academy.

The two renewals mark distinct phases in their respective procurement cycles. For Columbus Public Health, the legislation exercises the fourth and final renewal option under an agreement originally bid on July 29, 2022. Because the city has exhausted all available renewal options under that original contract, Columbus will be required to issue a new competitive solicitation for custodial services at health headquarters before the renewed term concludes in 2027.

In contrast, the police academy legislation exercises the first of four annual renewal options under a custodial contract originally bid on July 1, 2025.

Municipal records show differing annual spending trends between the two facilities compared to 2025. For Columbus Public Health, the legislation authorizes expenditures of up to $756,716 after the city expended $812,144 in 2025, representing an expenditure decrease of $55,428. For the Columbus Police Academy, the ordinance authorizes an expenditure of $437,052 after the Facilities Management Division expended $429,754 in 2025, representing an expenditure increase of $7,298. Across both facilities, annual custodial spending under the renewed agreements is set to decrease by $48,130 from the $1,241,898 expended in 2025.

For Columbus Public Health, this ordinance is contingent on the passage of Ord. 2763-2026. Columbus City Council met on Monday, Oct. 19, 2026, where council considered Ord. 2763-2026 to authorize a transfer of $1,300,000.00 within the general fund for the Facilities Management Division.
