Columbus City Council Enacts Bond Package for Infrastructure and Debt Refinancing

Measures authorize unlimited tax bonds for utilities, safety and parks alongside general obligation refunding bonds.

Columbus City Council convened for Regular Meeting No. 45 on Oct. 19, 2026, at 5:00 p.m. in Council Chambers. During the session, council voted unanimously to enact 11 emergency ordinances authorizing up to $1.095 billion in municipal debt, combining $377.25 million in new capital borrowing with up to $718.23 million in general obligation refunding bonds.

The financing package provides capital funding across five primary civic categories and several internal operations, while restructuring existing municipal debt to capture lower borrowing costs.

Breakdown of New Capital Borrowing

The new capital borrowing totals $377.25 million across nine separate measures designed to support public facilities, utilities, and neighborhood infrastructure.

Public utility improvements account for the largest single share of new debt. Council authorized the issuance of unlimited tax bonds in an amount not to exceed $89,890,000.00 for public utility-related projects and declared an emergency.

Health, safety, and infrastructure projects represent the second-largest capital allocation. Council approved unlimited tax bonds in an amount not to exceed $88,890,000.00 for health, safety and infrastructure-related projects, while appropriating $4,000,000.00 from the Debt Retirement Fund for costs of issuance and declaring an emergency.

Council authorized the issuance of unlimited tax bonds in an amount not to exceed $60,040,000.00 for public service-related projects and declared an emergency.

Council authorized the issuance of unlimited tax bonds in an amount not to exceed $53,245,000.00 for neighborhood development-related projects and declared an emergency.

Recreation and parks projects received dedicated capital investment. Council authorized the issuance of unlimited tax bonds in an amount not to exceed $43,710,000.00 for recreation and parks-related projects and declared an emergency.

Four smaller limited tax authorizations provide targeted funding for municipal support operations. Council approved limited tax bonds not to exceed $22,205,000 for economic and community development, limited tax bonds not to exceed $7,970,000 for construction management projects, limited tax bonds not to exceed $5,800,000 for fleet management, and limited tax bonds not to exceed $5,500,000 for municipal information services.

Debt Refinancing and Market Timing

Alongside new capital borrowing, council approved up to $718.23 million in refunding bonds to refinance existing debt at more favorable interest rates.

The refinancing includes unlimited tax refunding bonds in an amount not to exceed $682,395,000.00 for the purpose of providing funds to refund certain outstanding general obligation bonds of the city. Council also authorized the issuance of limited tax general obligation bonds in an amount not to exceed $35,835,000.00 for the purpose of providing funds to refund certain outstanding general obligation bonds of the city, declaring an emergency.

All 11 measures were passed with emergency declarations, which allow the ordinances to take effect immediately upon mayoral signature rather than waiting the standard 30-day statutory delay. In municipal finance, emergency status provides the City Auditor and the Department of Finance and Management the legal agility required to enter the municipal bond market swiftly, locking in favorable interest rates and executing debt refundings before market conditions shift.
