Groveport City Council Restructures Municipal Staff and Raises Select Pay Grades
Council set Community Affairs staffing at three, replaced the Senior Services Manager role and raised compensation for maintenance workers and billing clerks.
The Groveport City Council approved two municipal personnel ordinances on Oct. 12, 2026, restructuring department staffing and adjusting employee pay grades to stay aligned with regional labor markets.
Under Ordinance 2026-038, the municipal administrator is authorized to set the staffing strength of the Community Affairs Department at three full-time employees. Council acted under Section 3.01(A)(4) of the Groveport City Charter, which empowers the body to establish employment levels across municipal offices and departments.
Council also enacted Ordinance 2026-039 to reorganize senior services and update municipal wage schedules. The measure formally abolishes the position of Senior Services Manager and creates a new Senior Activities Coordinator role assigned to pay grade 5.
To keep municipal compensation competitive with prevailing market wages, the ordinance also amends the city's pay plan for two support classifications effective Jan. 1, 2027. Pay grades for Seasonal Grounds Maintenance Workers will increase from grade 1 to grade 2, while Accounting and Water Billing Clerks will advance from grade 4 to grade 5.
Both measures completed a monthlong legislative progression before final passage. Council introduced and held first readings on Sept. 14, 2026, reviewed the legislation during a Committee of the Whole meeting on Sept. 21, 2026, held second readings on Sept. 28, 2026, and enacted both ordinances on third reading on Oct. 12, 2026.
