Chillicothe Pedestrian Struck and Killed on Rozelle Creek Road

Willard Colvin, 67, was killed Monday evening in Huntington Township, prompting a two-and-a-half-hour road closure while troopers investigated.

A 67-year-old Chillicothe man died Monday evening after being struck by a vehicle on Rozelle Creek Road in Huntington Township, the Ohio State Highway Patrol announced.

Troopers from the highway patrol’s Chillicothe Post said the fatal incident occurred in Ross County about one-tenth of a mile east of state Route 772, near 194 Rozelle Creek Road. Emergency calls reporting a pedestrian struck in the roadway were logged just after 5:10 p.m. on Sept. 28, 2026, with the patrol’s Jackson Communication Center receiving the initial report at 5:13 p.m.

According to preliminary findings by investigators, a 2021 Kia K5 driven by Emma Silcott, 23, of McArthur, was traveling southwest on Rozelle Creek Road when the vehicle struck a pedestrian in the roadway, later identified as Willard Colvin, 67, of Chillicothe.

Colvin sustained fatal injuries and was pronounced dead at the scene, troopers said. Silcott reported no injuries from the collision.

The crash prompted an immediate response from multiple area public safety agencies. Units from Huntington Township Fire and EMS and the VA Fire Department responded to provide medical aid and secure the rural corridor. During the immediate response, authorities requested that drivers avoid the area to ensure emergency personnel and vehicles had unimpeded access to the scene.

Officials from the Ross County Coroner’s Office and Hills Towing also assisted troopers at the location, and Ware’s Funeral Home transported Colvin from the site.

The collision forced authorities to shut down Rozelle Creek Road in both directions for about two and a half hours while the crash was investigated. The roadway reopened later Monday evening after troopers completed on-scene measurements and initial documentation.

Troopers noted that Monday's collision was the second serious crash reported on Rozelle Creek Road this month. The cause of the collision and any contributing factors remain under active investigation by the Chillicothe Post.
