Columbus council approves daycare and community center at 1107 E. Mound St.

The council variance allows youth programming and non-profit offices at 1107 E. Mound St. while requiring an on-street loading zone.

Columbus City Council approved a council variance on Oct. 19 allowing a community and daycare center at 1107 E. Mound St., according to city council minutes. According to the approved ordinance, the variance is granted with reduced parking from four required to zero provided spaces for the property located at the southeast corner of East Mound Street and South Champion Avenue.

The council action revokes an ordinance passed on March 30, 2026, which had authorized only daycare operations at the site, according to city staff reports. The new approval broadens allowable activities to include educational enrichment, youth programming, recreation, and non-profit offices associated with It Takes A Village Community and Learning Center.

According to the applicant's statement of hardship, the expanded community center will provide structured, supervised programming for children, youth, and families, while explicitly prohibiting private event hall rentals or general rental venue operations. City zoning records also confirm the variance allows educational and non-profit office uses alongside daycare services.

Council conditioned the variance upon establishing and maintaining an on-street loading zone approved by the Department of Public Service to facilitate pick-up and drop-off operations for the site. The measure is further conditioned upon obtaining all applicable permits and a certificate of occupancy for the proposed uses.

The Near East Area Commission voted 11-0 on Sept. 10 to recommend approval of the council variance, according to commission voting records. City records list the approved ordinance under zoning supporting documents on Oct. 23.
