Illustrative rendering

City records show a zoning variance application dated Oct. 21 for a multi-unit residential development at 4051 W. Broad St. LDG Development proposes to build 189 affordable apartment units on the vacant parcel at the southeast corner of West Broad Street and Georgesville Road in the Greater Hilltop area. The developer, based in Louisville, Kentucky, plans to build on an approximately 6.42-acre parcel owned by Harding Hospitality, L.L.C. The development plan includes two three-story apartment buildings, a clubhouse, a playground, and more than 34,000 square feet of open space. Building 1 would run along West Broad Street with its main entrance facing the intersection, while Building 2 would sit on the south part of the site.

In 2024, the city rezoned the property to Regional Activity Center under Title 34 Zone In, establishing rules for walkable, higher-intensity development along major corridors. However, utility easements cross the parcel—including a 30-foot storm easement and a 25-foot sanitary easement through the middle—leaving buildable areas restricted to a strip along West Broad Street and the southern section of the site. Because Georgesville Road carries a higher designation on the city's thoroughfare plan, zoning officials treat it as the front street, subjecting the site's shorter, encumbered frontage to the strictest placement standards.

To accommodate those constraints, the application requests variances to increase the maximum front building setback along Georgesville Road from 30 feet to 56 feet and increase the maximum side street setback along West Broad Street from 15 feet to 20 feet. The developer also seeks to reduce required building facade coverage in the front street facade zone along Georgesville Road from 70 percent to zero percent and along West Broad Street from 50 percent to 41 percent. Additional variances would permit parking and circulation aisles between Building 2 and Georgesville Road, increase the maximum continuous street frontage along West Broad Street without a break from 500 feet to 549 feet, and eliminate a required street pedestrian entry along Georgesville Road for Building 2.

The Greater Hilltop Area Commission is scheduled to conduct an initial staff review of the variance application on Thursday, Nov. 5.

      Read supporting passage
Utility easements cross the site and limit where buildings can go. A 30-foot storm easement and a 25-foot sanitary easement run through the middle of the site, another 30-foot storm easement runs along the south line, electrical easements follow Georgesville Road, and 60-foot easements cover the west corners. Public sewer lines run through the Property, and the City will not allow building over them. What remains buildable is a band along West Broad Street and the south portion of the site.
    • Because Georgesville Road carries a higher designation on the city's thoroughfare plan, zoning officials treat it as the front street, subjecting the site's shorter, encumbered frontage to the strictest placement standards.

      Read supporting passage
The front street designation compounds the problem. Georgesville Road carries the higher designation on the Multimodal Thoroughfare Plan, so the Department of Building and Zoning Services treats it as the front street, including the full corner cut, and treats West Broad Street as the side street. The strictest placement standards therefore fall on the Property’s shorter and more encumbered frontage, while the frontage the site naturally faces is held to side street standards.
