Delaware City Council to Hold Public Hearings on Two Apartment Developments
Proposals along Bowtown Road and within Donovan Farms would bring two apartment developments of 252 units each to the city.
The Delaware City Council will hold public hearings during its Oct. 26 meeting on two multi-family housing proposals listed on the agenda. The proposals include two apartment developments with 252 units each that the Delaware Planning Commission advanced on Oct. 7.
Council will open the development hearings at 7:10 p.m. with a public hearing on the development plan for the Flats at Boulder Park. The Flats at Boulder Park is a proposed 252-unit apartment complex within Donovan Farms. City planning documents show the complex would consist of seven buildings, each containing 36 units, with 18 one-bedroom and 18 two-bedroom apartments in each building. The development plan also includes a clubhouse, pool, community garden and detached garage buildings. Residents would access the complex from Ridgerock Drive, a new road associated with Donovan Farms. Delaware City Council established the Donovan Farms Planned Mixed-Use Overlay in 2023 and approved a development plan for its single-family housing section in 2024.
At 7:15 p.m., council will hold a public hearing on a zoning map amendment for 12.417 acres along Bowtown Road and Byxbe Parkway. The change would rezone the property from Agricultural to Residential Planned Unit Development, allowing developer Trailhead Acquisitions LLC to pursue a multifamily housing project. A concept plan indicates the site would contain six residential buildings with a maximum of 252 units and 454 parking spaces, including 42 garage stalls and 412 surface spaces. The layout also incorporates a conservation area buffer between the residential development and commercial development to the south. Vehicular access would connect to Bowtown Road, with future Byxbe Parkway serving as emergency access. The developer will submit a traffic impact study prior to a final development plan. City Council must also approve the zoning amendment and a final development plan.
The Delaware Planning Commission advanced three housing developments Oct. 7, noting each received a different type of approval with additional steps remaining before construction can begin.
The City Council regular meeting begins at 7 p.m. in Council Chambers at Delaware City Hall, and proceedings will be streamed live online. Open meetings are held in Council Chambers, where speaker sign-in forms are available at the door with comments limited to three minutes. Emails, letters, and petitions sent to councilclerk@cityofdelawareoh.gov by 10 a.m. the date of the meeting will be submitted into the record and presented to council members.
