Columbus Issues Review Conditions for Proposed Stelzer Road Residential Variance

City departments request site layout revisions, study traffic access and oppose parking reductions for the 5-acre project.

The City of Columbus issued staff review results on Wednesday, Oct. 7, for council variance application CV26-091, detailing departmental conditions for a proposed multi-unit residential development at 3095 Stelzer Road staff report. Avenue Partners submitted the application on Sept. 22 for the 5.0-acre parcel at the southwest corner of Stelzer Road and Easton Square Place, which is owned by Morse Holding Co. and zoned Commercial Planned Development District.

The Department of Development’s Planning Division announced that it is generally supportive of introducing residential housing to the site due to surrounding office development, but requested design revisions. Planning staff asked the developer to pull buildings closer to the street frontage, tuck parking lots behind or beside the structures, and incorporate shared work amenities such as conference rooms and co-working space. Conversely, the Division of Fire announced that it does not support any reduction of required parking spaces for the development.

The Department of Building and Zoning Services noted that the applicant must reconcile a discrepancy between the 217 parking spaces shown on the site plan and the 215 spaces requested in the written variance text. Zoning staff also instructed Avenue Partners to label building and parking setbacks to evaluate requested reductions and add variance requests under city code for planned development standards.

In the Department of Public Service, the Division of Traffic Management required a 60-foot right-of-way dedication from the centerline of Stelzer Road. Traffic officials also mandated a traffic impact study, warning that modifications to the access point along Easton Square Place will likely be necessary.

Before the proposal can advance to the Columbus City Council for final variance approval, Avenue Partners must present the plans to the Northeast Area Commission and submit the group's standardized recommendation form to city staff.
