Columbus City Council Scheduled to Vote on Yale Avenue Water Line Contracts
Measures before council would authorize construction and inspection work for area water line upgrades backed by state loans.
According to the city council docket for Monday, Oct. 26, Columbus City Council is scheduled to consider a $6.09 million construction contract for the Yale Avenue Area Water Line Improvements Project. The agenda also includes authorizing a $739,519 contract modification with Stantec Consulting Services, Inc. for construction administration and inspection services on the project.
Combined, the two measures authorize up to $6,090,622.10 for construction and up to $739,519.00 for inspection services, totaling more than $6.8 million for the infrastructure upgrades.
The primary construction measure authorizes the Director of Columbus Water and Power to enter into an agreement with JLD Construction Services, LLC for the water line improvements. Under that legislation, the city would authorize the appropriation and expenditure of up to $6,088,622.10 from the Water - Fresh Water Market Rate Fund for the contract, along with an expenditure of up to $2,000.00 from the Water Bond Fund to pay for prevailing wage services.
The companion ordinance authorizes a modification to the Construction Administration and Inspection Services 2026-2028 contract with Stantec Consulting Services, Inc., allocating up to $739,519.00 from the Water - Fresh Water Market Rate Fund.
The construction contract is contingent upon the Ohio Water Development Authority approving a loan for the project. The inspection services contract modification is likewise contingent upon the Ohio Water Development Authority approving a loan for the project. The legislation authorizes the Director of Columbus Water and Power to apply for and accept financing from the Ohio Water Development Authority Direct Loan Program and amends the city's 2025 Capital Improvement Budget to support the work.
Columbus City Council introduced the construction contract measure on first reading during its regular meeting on Oct. 19, 2026. Lawmakers also introduced the inspection services modification on first reading during the same proceedings.
