Canal Winchester City Council to Consider New Community Authority at Public Hearing
Canal Winchester City Council will hold a public hearing to consider establishing a new community authority to acquire and preserve farmland and open space.
Canal Winchester City Council has scheduled a public hearing to consider Resolution RES-26-052 to establish the Canal Winchester New Community Authority under Chapter 349 of the Ohio Revised Code.
The hearing is set for 5:45 p.m. on Monday, Nov. 2, in council chambers at Canal Winchester City Hall, 45 E. Waterloo St.
Residents who attend can speak during a public comment period subject to a three-minute limit per person, and the proceeding will also be streamed on YouTube.
The hearing follows a petition filed by the city on Sept. 21 to create the authority, which council accepted that evening under Resolution 26-044.
According to the proposed declaration, the authority is being established principally to acquire and preserve farmland and open space for city residents through a new community development program, which does not contemplate any new construction on the initial property.
The district's initial footprint covers an approximately 3.102-acre parcel owned or controlled by the city as developer.
Under the proposed declaration, the charge on each chargeable parcel shall not exceed 2.00 mills—equal to 20 cents for every $100 of assessed valuation—and shall be in effect for not more than 30 years after it is first imposed.
The initial city-owned property is exempt real property and will not be charged, while future revenue will fund up to $5,000 annually in administrative expenses, with the balance directed to the city for community facilities and land acquisition.
Under the measure, the authority will be governed by a seven-member board of trustees appointed by city council within 10 days of the resolution's adoption.
Pursuant to state code, a $10,000 bond will be posted for each member of the board for the faithful performance of their duties.
Previously, Pique Media reported that Canal Winchester approved the downsized 106-lot Miller Farms subdivision plan, with the developer required to cooperate in establishing a new community authority that would levy at least 2 mills on the property.
