Grove City Enforces Traffic Cone Mandate and Tighter Residential Street Parking Rules

Ordinance C-34-26 took effect Sept. 16, adding safety cone rules for parked trailers and restricting residential RV permits.

Grove City residents, contractors, and recreational vehicle owners are subject to updated street parking regulations under Ordinance C-34-26, which took effect Sept. 16 following approval by Grove City Council. The measure amended Chapter 351 of the Codified Ordinances to enact mandatory safety equipment rules for parked trailers and recreational vehicles, establish strict limits on temporary residential parking permits, and codify prohibitions against parking along yellow curbs and in excess of posted time limits.

Under the updated code, any trailer or recreational vehicle lawfully parked on a public street in a residential district must display a high-visibility traffic safety cone placed on the street surface directly behind the trailer in a manner visible to approaching motorists. The cone must be high visibility in color and not less than 18 inches in height. The vehicle or trailer's owner, agent, or operator is legally responsible for placing and maintaining the cone while the vehicle remains on the street.

While the code generally prohibits parking trailers and recreational vehicles on residential streets, RV owners or operators may obtain temporary permission through the Division of Police for up to 24 hours. The legislation restricts temporary permits to a maximum of two non-consecutive 24-hour periods during any calendar week running Sunday through Saturday, and mandates that at least 24 hours pass between permitted periods.

The street parking restrictions include specific exceptions for active commercial and residential work. The rules do not apply to vehicles conveying necessary tools and materials to premises where labor using them is performed during the actual time of parking. Vehicles are also exempt during the actual time they are actively loaded or unloaded, or used to deliver or hoist property, as long as the work is conducted diligently and without unnecessary delay.

The ordinance also amended Section 351.03 to codify curbside restrictions across the city, prohibiting stopping, standing, or parking where signs prohibit it, where the curb or street is painted yellow, or at any place in excess of the maximum time limited by signs. Grove City Council introduced the legislation on first reading Aug. 3 and approved the measure on second reading Aug. 17.
