Short North Alliance Proposes Full-Exterior Mural for Vacant High Street Building
A conceptual proposal to paint all exterior sides of 1015 N. High St. heads to the Victorian Village Commission following staff business meeting feedback.
The Short North Alliance, in partnership with Equitas Health, has filed an application seeking conceptual approval to paint a full-exterior mural on the vacant commercial building at 1015 N. High St., according to city historic preservation records. The project would cover all exterior walls of the unused structure and repaint its roof in a solid color.
On Oct. 1, Columbus historic preservation staff uploaded business meeting feedback for the conceptual proposal, filed under application COA2601000, ahead of formal commission consideration. The submission follows initial application materials filed on Sept. 15 by applicant Rachel Kengeter on behalf of the Short North Alliance, as well as supplemental project documents submitted on Sept. 25.
The commercial site sits along the High Street corridor adjacent to the Equitas Health Short North Health Center and its parking lot. Columbus parcel and zoning records identify the property owner as GGH LLC, with a mailing address on Schrock Road in Columbus.
Any redevelopment of the property operates under substantial site constraints. According to a notice recorded in municipal permit files on Aug. 10, 2016, by Joshua T. Cox, chief counsel in the Columbus City Attorney's Office, the parcel is subject to an Ohio Bureau of Underground Storage Tank Regulations covenant that prohibits any residential use on the site due to residual soil contaminants. The mural application does not propose residential conversion or ground disturbance, seeking only conceptual review for surface painting.
Under municipal code, the seven-member Victorian Village Commission reviews exterior alterations and issues certificates of appropriateness to protect historic and architectural character within the district, using the Short North Design Guidelines to evaluate corridor proposals. The commission is scheduled to hold its regular monthly public meeting on Oct. 14 at 4 p.m. in the second-floor hearing room at 111 N. Front St., where commissioners will consider the conceptual mural plan.
