Columbus Records Log 755 Code Cases and 213 Emergency Orders at Southpark Apartments
Columbus records show 755 housing-code cases and 213 emergency orders logged at Southpark Apartments across nearly four years.
Southpark Apartments, an 18-building residential complex along Greenfield Drive in South Franklinton, has drawn more city housing-code cases and emergency orders per unit than any other subsidized apartment complex owner in Columbus since January 2023. Between Jan. 1, 2023, and Nov. 2, 2026, Columbus code enforcement logged 755 housing-code cases and 213 emergency orders across the complex. Municipal database records for the property show 918 total records, including housing code inspections and emergency orders. Federal records list 356 total units at the property.
The municipal enforcement actions at Southpark Apartments represent 212 code cases and 59.8 emergency orders per 100 units across nearly four years. Across Columbus, 117 peer owners of subsidized complexes with 40 or more units encompass 16,101 subsidized homes tracked through federal assistance and Low-Income Housing Tax Credit records. Among those 117 peer owners, the median was 6.5 code cases and zero emergency orders per 100 units, with the 90th percentile reaching 34.4 code cases and 4.5 emergency orders per 100 units.
A substantial portion of enforcement activity at the site stemmed from targeted municipal oversight. Municipal records list application statuses including PACE - Active. Under Columbus's Proactive Apartment Code Enforcement program, inspectors registered 344 proactive cases at Southpark Apartments, accounting for about 16 percent of the 2,087 proactive housing cases recorded citywide since 2023. Only six of the 117 peer subsidized housing owners had any proactive cases. Even excluding proactive inspections, Southpark Apartments ranked first citywide among subsidized complexes at 115 cases per 100 units, compared with 84 for the next highest owner.
The 213 emergency orders issued at the complex reflect severe habitability hazards requiring prompt remediation by property management. In August 2022, Columbus City Attorney Zach Klein's office filed a public nuisance lawsuit over what he described as dangerous, unsanitary living conditions at Southpark Apartments in South Franklinton. Court documents cited in the case showed that police received more than 800 calls for service to the property between August 2021 and July 2022. On Jan. 5, 2023, the owner entered into an agreed court order with the city requiring physical security upgrades and living condition improvements.
Despite the municipal enforcement orders, federal regulators gave the complex a passing physical inspection rating. Federal housing records for Southpark Apartments show a last inspection score of 81 from an evaluation conducted on March 25, 2024. Federal contract records list 352 assisted units with an expiration date of March 31, 2033. The property operates under federal Section 8 project-based rental assistance.
Franklin County parcel records show the property owner as Southpark Preservation Limited Partnership with a mailing address in Torrance, California. The partnership acquired Southpark Apartments on Nov. 27, 2018, for $15.3 million. Federal records list Ludwig and Company as the management agent organization for the complex. Comment requests regarding property conditions were submitted to property management, city officials, and federal housing authorities.
