Kittle Property Group Proposes 246-Unit Apartment Complex on Eakin Road
The developer filed a rezoning request to construct Highland Station on 20.37 acres on Columbus' West Side.
Indianapolis-based developer Kittle Property Group, Inc. has submitted a rezoning application to build a 246-unit apartment community titled Highland Station at 2180 Eakin Road on the West Side of Columbus.
The filing, registered as application Z26-034, requests changing 20.37 acres from Planned Unit Development District (PUD-4) and Residential District (R-2) classifications to a Limited Apartment Residential District (L-ARLD). Property disclosure records show the undeveloped site is owned by Galloway-based Nature Reserves LLC and Columbus-based Summertime Investment Properties LLC.

According to architectural plans submitted with the application, the project calls for six residential buildings containing a total of 246 rental apartments. The proposed layout provides 451 parking spaces, encompassing 380 surface spaces and 71 garage spaces in 12 detached garage structures. Planned site amenities include a clubhouse, a leasing office, a swimming pool, a playground, a 1.4-acre stormwater pond, and an approximately 1.43-acre tree protection area.
In an August 2026 staff review letter, the Columbus Planning Division indicated support for the rezoning request. While the proposal's density of 12.1 units per acre exceeds the four to six units per acre designated in the 2019 Hilltop Land Use Plan, city planners said the provision of affordable housing and preserved mature tree canopy serve as mitigating factors under the Columbus Growth Strategy.
City agencies also noted several conditions that must be fulfilled before construction could proceed under any approved rezoning. The Division of Traffic Management required a traffic impact study, a 40-foot right-of-way dedication from the centerline of Eakin Road, and anticipated road improvements along Dartmoor Road to accommodate neighborhood traffic. In addition, the Department of Recreation and Parks assessed a $162,106.31 parkland dedication fee, factoring in a 25 percent credit for the planned swimming pool and playground.
The application remains an initial rezoning proposal rather than an approved building permit. The project must receive an advisory review from the Greater Hilltop Area Commission before advancing to a public hearing before the Columbus Development Commission.
