State Approves Job Creation Tax Credits for Three Franklin County Expansions

The Ohio Tax Credit Authority approved incentives on Oct. 26 for Bayer in New Albany, Forgent Power in downtown Columbus and Certus Medical in Westerville.

On Oct. 26, 2026, state officials announced the approval of 10 economic development projects across Ohio.

During its monthly meeting, the Ohio Tax Credit Authority reviewed economic development proposals brought to the board by JobsOhio and its regional partners.

In central Ohio, the approved awards back three Franklin County corporate expansions in New Albany, Columbus and Westerville.

Bayer's Megaproject in New Albany

In New Albany, Bayer U.S. LLC and Bayer HealthCare LLC are scheduled to create 606 full-time-equivalent positions and $69,164,950 in new annual payroll by Dec. 31, 2034.

For Bayer's New Albany project, the authority approved a 2.157%, 30-year Job Creation Tax Credit.

Previously, Pique Media reported plans for the project on Oct. 2, 2026.

Bayer also intends to request financial assistance from JobsOhio, which the economic development agency will disclose after executing a final agreement.

Bayer's 30-year tax credit term is unusually long compared to typical state awards.

At the same meeting, the authority approved tax credits with terms of seven to 10 years for other projects across Ohio.

Standard Job Creation Tax Credit agreements span seven to 10 years, while Ohio law reserves 30-year terms for qualifying megaprojects that commit at least $1 billion in capital investment.

Forgent Power and Certus Medical Expansions

In downtown Columbus, the authority approved a 10-year, 1.877% credit for Forgent Power LLC to support 85 positions and $12 million in new annual payroll by Dec. 31, 2029.

Forgent Power will invest $3 million to build out new space across 90,000 square feet at 10 W. Nationwide Blvd. in the Arena District under a 10-year lease.

According to local business reports, the Columbus office will serve as a hub for customer support, project management and corporate strategy.

In Westerville, the state approved an eight-year, 1.716% tax credit for Certus Medical LLC, which expects to create 45 positions and $7.31 million in new annual payroll by Dec. 31, 2031.

Certus Medical is establishing an Ohio commercial office and surgical training laboratory at 194 Heatherdown Road to train orthopedic surgeons on advanced joint replacement and surgical navigation.

The planned 5,000-square-foot Westerville facility is situated along the city's Medical Mile healthcare and life sciences corridor.

Incentive Mechanics and Credit Valuations

The state did not release an official cumulative dollar estimate for the awards because Job Creation Tax Credits are annual percentage-based credits calculated on verified payroll rather than upfront grants. Based on full achievement of annual payroll commitments over the approved terms, labeled mathematical estimates indicate the credits would equal approximately $44.75 million for Bayer, approximately $2.25 million for Forgent Power, and approximately $1.00 million for Certus Medical.

Under Ohio law, Job Creation Tax Credits are refundable credits against the state's Commercial Activity Tax. Because the credits are tied to newly created payroll, participating companies must verify their payroll figures annually with state officials, subject to statutory clawback provisions and post-closeout compliance rules if job or payroll commitments are not maintained.
