Columbus City Council Considers $1 Million Economic Development Grant to One Columbus
The proposed grant from the Neighborhood Economic Development Fund supports business attraction and pre-scheduled cash advances under 30-day legislation.
Columbus City Council is scheduled at its Monday, Oct. 26 meeting to consider a proposed $1 million economic development grant to One Columbus. The measure appears on the council calendar under first reading of 30-day legislation. This procedural designation provides a month-long formal review period before council members take a final vote, rather than considering the funding under an emergency suspension of rules.

One Columbus operates as the regional economic development group for the 11-county Columbus Region, working with local and state partners. The organization's board and investor listings include the Columbus Partnership. In that role, the organization coordinates business relocation and regional corporate expansion initiatives across Central Ohio.
Under the proposed ordinance, the director of the Columbus Department of Development is authorized to enter into a grant agreement of up to $1 million with One Columbus. The funding is designated to support activities tied to business attraction, expansion, and retention, as well as municipal priorities in workforce development, marketing, and entrepreneurship, according to the legislation's text.
The measure authorizes the appropriation and expenditure of up to $1 million within the Neighborhood Economic Development Fund. Rather than drawing from the general operating budget, the ordinance allocates the entire sum from dedicated neighborhood economic development dollars. The ordinance also authorizes advancing funds to the agency on a predetermined schedule. This advance schedule disburses city funds to the organization in planned installments rather than requiring post-performance cost reimbursement.
Regional Strategy and Stated Goals
One Columbus leads a comprehensive regional growth strategy throughout the 11-county Columbus Region. One Columbus states that more than 300 participating institutions have invested in the One Columbus strategy for regional growth and prosperity.
Under its published 10-year goals, One Columbus lists targets of 60,000 new jobs, $3.3 billion in new payroll, and $10 billion in new investment. The regional organization focuses corporate recruitment efforts on high-growth industries including advanced manufacturing, technology, and logistics.
Previous City Funding and Neighborhood Allocation
The city previously approved legislation authorizing a grant agreement of up to $1,300,000.00 with One Columbus to support business attraction, expansion, retention, workforce development, marketing, and entrepreneurship. Columbus City Council authorized that earlier agreement on Aug. 2, 2025. That 2025 legislation authorized expenditures divided across two municipal funds, the General Fund and the Neighborhood Economic Development Fund.
The financing structure of the 2026 proposal has drawn attention because the Neighborhood Economic Development Fund has historically supported local commercial corridors, small businesses, and targeted neighborhood revitalizations. Committing $1 million entirely from that dedicated municipal fund to a regional corporate recruitment organization has prompted questions from community advocates over whether regional growth translates directly into tangible benefits for distressed Columbus neighborhoods.
Oversight, Metrics, and Public Review
Accountability provisions in the pending agreement have also prompted discussion among municipal observers. Because the ordinance provides funds through pre-scheduled advances without incorporating mandatory local job quotas or neighborhood-level hiring benchmarks in Columbus, critics often question how public performance is evaluated. While One Columbus tracks aggregate regional metrics across 11 counties, municipal contracts often do not mandate neighborhood wage targets or direct community benefit agreements.
On the council agenda, Ordinance 2827-2026 authorizes the director of the Department of Development to enter into the grant agreement with One Columbus. The measure is scheduled under council's Economic Development & Small and Minority Business Committee. Columbus residents and neighborhood stakeholders wishing to examine the proposal or submit testimony during the 30-day review period can reference that ordinance number before council takes a final vote.
