The Licking County Sheriff’s Office said in a statement to media Wednesday that detectives executed a search warrant at a residence in the 13000 block of National Road SW following a referral from Licking County Child Protective Services. During Tuesday's search warrant, detectives confirmed that 12 people, ranging in age from 1 to 64, lived at the property, and nine of them were juveniles.

Investigators "encountered appalling and unsafe living conditions that raised serious concerns for the health, safety, and well-being of the children residing in the home," the sheriff's office said in the post. Arresting deputies also described the environment as “deplorable living conditions” involving alleged abuse over the past three years. All nine juveniles were removed from the residence and placed in the custody of Child Protective Services, the sheriff’s office said.

Jonathan Parr, 37, and Jacqueline Coleman, 32, were arrested on charges of child endangerment and taken to the Licking County Justice Center. According to court documents, two adults have been arrested and charged with endangering children in which the defendants reportedly administered corporal punishment, restraint for prolonged periods.

The criminal charges filed against Parr and Coleman represent formal allegations, and both defendants are presumed innocent unless proven guilty in court. Additional charges may be filed, and the case will be reviewed by the Licking County Prosecutor’s Office.
