Muslim American Society Proposes Northland Religious Center and Parking Variance
Application BZA26-075 proposes reducing required parking from 551 to 308 spaces as city staff raise questions about neighborhood street access and building height.
The Muslim American Society Columbus Chapter has filed a Board of Zoning Adjustment application to construct a two-story religious facility and youth center at 4615 Northtowne Boulevard in the Northland area.

According to site plans, the proposed development sits on a 4.88-acre site and includes a full basement and mechanical mezzanine. Variance filings specify a 7,680-square-foot prayer room and a 7,127-square-foot gym and multipurpose room. Under Columbus City Code requirements, the site would normally require 551 off-street parking stalls, but the organization is requesting a variance to reduce required parking to 308 spaces.
In variance support statements, the applicant stated that the mosque and basketball court will not be occupied at the same time, asserting that activities will not occur simultaneously and that the 308 spaces will sufficiently accommodate visitors. The applicant added that without the parking reduction, the youth center and multipurpose room would have to be eliminated.
City staff review findings issued in July identified multiple concerns with the layout and zoning calculations. The Division of Traffic Management announced that it does not support proposed access onto Heatherton Drive and instructed the applicant to eliminate the connection from site plans. Traffic officials also noted that the Division of Mobility and Parking Services may require a formal parking study.
Zoning Clearance staff asked the developer to clarify its parking calculations and explain the intended use of the gym space. Staff noted that if the gym functions as an amenity for mosque members rather than an independent facility, it could potentially be calculated under a lower non-assembly standard, though a variance might still be needed. Staff also asked the applicant to clarify proposed building heights, noting plans showed heights of 41 feet and 79 feet on a property located in a 35-foot height district.
The proposal faces initial neighborhood review by the Northland Community Council before reaching city officials. City staff announced that final materials must be submitted by August 7, 2026, to qualify for the Board of Zoning Adjustment's August 25 agenda.
