South Side Street Lighting Backlog Tops 94 Percent as Outages Cluster in Old Oaks

Street lighting repair backlogs in the Livingston Avenue Area reached 96.2% and the South Side reached 94.3%, according to municipal 311 records. Citywide records show 2,005 open street lighting repair requests out of 2,399 submitted cases, representing an overall municipal backlog of 83.6%.

Previously, on Oct. 9, Pique Media reported that Columbus 311 logged 86,766 service requests in the second half of 2026 amid weather surges and service bottlenecks. The latest municipal records show that South Side neighborhoods continue to experience some of the slowest lighting restoration times in the city.

Outage Clusters in Old Oaks and Southern Orchards

A burst of new repair tickets has concentrated in the historic Old Oaks and Southern Orchards areas. On Saturday, Oct. 17, a resident reported an outage at 648 S. Ohio Ave. in the Livingston Avenue corridor, which municipal dispatchers marked in progress within 26 minutes.

Over the following days, outage reports multiplied along nearby corridors. On Sunday, Oct. 18, city crews closed two repair tickets at 631 Wilson Ave. and 681 Gilbert St. within three days of submission. On Monday, Oct. 19, lighting outage tickets were submitted at 585 and 618 Gilbert St., 708 Carpenter St., and 733 Oakwood Ave.

The cluster expanded further on Tuesday, Oct. 20, with new reports filed along South 18th Street, Newton Street, Mooberry Street, and South 22nd Street. On Wednesday, Oct. 21, a lighting repair request was received for 716 Wilson Ave. Earlier repair tickets along the street included submissions at 667, 680, 712, and 721 Wilson Ave.

These recent failures compound older unresolved requests. On Sept. 21, residents submitted tickets for dark fixtures along South Ohio Avenue, Gilbert Street, and Stewart Avenue that remained open 30 days later. A repair ticket at 806 Lyman Ave. was marked closed on Sept. 18 with 33.2 days open.

90-Day Response Times and Neighborhood Backlogs

Municipal service records show deep disparities between neighborhood repair rates and citywide turnaround times. Across the Livingston Avenue Area, 76 of 79 street lighting repair requests remain open, creating a 96.2% backlog with a median open duration of 47.1 days. Only three tickets in the area have reached closure in the analyzed period.

In the broader South Side neighborhood, 166 of 176 submitted lighting requests remain unresolved, yielding a 94.3% backlog and an average wait time of 51.1 days. Citywide, closed street lighting tickets achieved a median closure time of 1.8 days, with an average turnaround of 7.7 days.

Within the two South Side areas, unresolved cases remain divided between intake and active dispatch:

  • Livingston Avenue Area: 62 requests remain in received status with an average wait of 37.2 days, 14 requests are marked in progress with an average wait of 43.0 days, and three closed cases averaged 12.9 days to resolve.
  • South Side: 122 requests remain in received status with an average wait of 50.3 days, 44 requests are listed in progress averaging 53.5 days, and 10 closed cases took an average of 53.1 days to reach completion.

This analysis examines municipal 311 records from the city's database snapshot observed on Oct. 21, 2026. The data is limited to requests categorized specifically as "Repair Of Street Lighting" under municipal streets and lighting divisions, excluding general informational inquiries.

Municipal neighborhood tables classify areas with at least 30 requests as ranked and those below 30 as unranked. Neighborhoods with fewer than 30 cases remain categorized as unranked to avoid distorting backlog percentages from small sample sizes.

Readers should note that status changes reflect administrative milestone entries in the city's dispatch software rather than verified physical illumination. A ticket designated as in progress indicates municipal staff assignment or routing, while a closed ticket marks an administrative case closure that may not always guarantee physical hardware replacement on the street.
