Columbus City Council Refers $1M Crisis Response Measure Back to Committee

Columbus City Council referred emergency Ordinance 2243-2026 back to its Health, Human Services, & Equity committee during its Sept. 14, 2026 regular meeting, pausing a proposed $1,000,000 appropriation rather than voting to approve it on the floor.

The legislation sought to authorize the appropriation of $1,000,000 from the unappropriated balance in the city's Income Tax Set Aside (ITSA) Subfund to cover crisis response activity costs under emergency designation, according to official council minutes. The referral sent the measure back to the committee chaired by Councilmember Green, with Councilmember Barroso de Padilla serving as vice chair, leaving the emergency funding pending within the committee structure.

The action on the crisis response proposal came alongside several other committee referrals during the same Sept. 14 session. In the Housing, Homelessness, & Building committee, council members also referred Ordinance 2299-2026 to committee. That ordinance proposed authorizing the Department of Development to execute a contract modification with Kenneth Burgess, doing business as Savoir Faire Solutions LLC, extending the agreement through Dec. 31, 2027, and adding up to $100,000 for lead abatement and healthy home repair services.

Council recessed the following week with no meeting held on Sept. 21, 2026. When lawmakers reconvened for Regular Meeting No. 41 on Sept. 28, 2026, Ordinance 2243-2026 was not included on the published meeting agenda, keeping the $1,000,000 emergency crisis response funding held in committee without floor action.
