Dominium Proposes 318 Apartments on North Cassady Avenue
The Columbus City Council Zoning Committee has scheduled a regular meeting for Oct. 26 at 6:30 p.m. in Council Chambers. Under Ordinance 2915-2026, Rezoning Z26-015 proposes to rezone 2125 Ackley Place, being 30.17 acres located on the west side of North Cassady Avenue, 1,238 feet north of Airport Drive, from CPD Commercial Planned Development District to AR-1 Apartment Residential District.
Under companion Ordinance 2916-2026, Council Variance CV26-040 would grant a variance from Columbus City Codes sections governing height districts, building lines, and perimeter yards for 2125 Ackley Place to allow reduced development standards for an apartment complex in the AR-1 Apartment Residential District. The applicant for the variance is Dominium, represented by attorney David Hodge.
The requested Council variance proposes a 318-unit apartment complex with increased building height, a reduced building setback line along North Cassady Avenue, reduced perimeter yards, and a bus shelter encroaching within the building setback line. The 30.17-acre site consists of six parcels developed with single-unit dwellings.
Staff supports the requested variance, noting that the proposed building height, high level of landscaping and screening, and connection to trails and transit are consistent with the Columbus Growth Strategy (2026) design guidelines for the Mixed Use 2 land use recommendation at this location, and the site is constrained due to a flood plain along its western boundary. Staff also notes that the proposed building placement and design enable a trail connection to the Alum Creek greenway, and the proposed bus shelter along the site frontage supports transit access and creates a pedestrian-friendly streetscape.
The site is within the planning boundaries of the Columbus Growth Strategy (2026), which recommends Mixed Use 2 land uses at this location, where the requested AR-1 District allows a multi-unit residential development compatible with the density and development standards of adjacent multi-unit residential developments and aligned with the city's objective to provide more housing in all areas of the city.
The proposal comes to City Council following advisory panel reviews. The Columbus Development Commission voted 5-0 on Aug. 13, 2026, to recommend approval of the rezoning, and the Northeast Area Commission also recommended approval.
The full Columbus City Council is also scheduled to hold a regular meeting on Monday, Oct. 19, at 5:00 p.m. in Council Chambers.
