Preferred Living Proposes 288 Apartments at Crosswoods Office Site

The developer seeks a council variance after city staff voided an initial rezoning filing under Columbus's Zone In overhaul.

Developer Preferred Living has filed a council variance application to redevelop a 9.935-acre office property at 7575 Huntington Park Drive in the Crosswoods area into a 288-unit apartment complex, according to municipal records.

The proposal involves demolishing a three-story, 170,352-square-foot office building constructed in 1992 statement-bldg. In its place, the developer plans to construct 12 apartment buildings, a clubhouse, and a swimming pool statement-units, supported by 475 parking spaces split between 42 garage stalls and 433 surface spaces statement-parking. Preferred Living is the contract purchaser of the parcel statement-purchaser, which is owned by Tempus Huntington LLC under manager Isaac Smith app-owner. Attorneys David Hodge and Eric Zartman of Underhill & Hodge LLC submitted the variance request on behalf of the developer app-counsel.

The filing follows a voided rezoning application. Preferred Living initially sought to rezone the site from Commercial Planned Development (CPD) to an Apartment Office District under application Z26-037. On Sept. 2, 2026, city staff marked that application void, noting that the property is part of Phase 2 of the Zone In code overhaul and directing the applicant to pursue a concurrent council variance under application CV26-086 to permit residential use within the existing CPD district record-zoning.

Under the site's governing 1993 CPD zoning text, allowable uses are limited to C-2 commercial office uses. Application CV26-086 requests use variances from Columbus City Code Sections 3361.02 and 3353.03 to allow AR-1 apartment residential uses within the CPD district statement-use. In an application statement, Hodge said Columbus's Growth Strategy recommends mixed-use development for the site, and Phase 2 of Zone In is expected to zone the property Regional Activity Center, which allows residential development outright statement-zone-in. Hodge said the variance resolves the conflict between the 1993 office restriction and the city's future land-use policy, adding that the request is limited strictly to land use and seeks no variances from height, setback, or parking standards statement-hardship.

City staff received the variance application on Sept. 4, 2026 app-date, and assigned planner Alyssa Saltzman to review the file app-planner. The proposal is scheduled for civic review before the Far North Columbus Communities Coalition before advancing to the Columbus City Council for final legislative determination record-cv.
