Gahanna Council Amends Five-Year Capital Plan Ahead of Nov. 2 Vote

City Council substituted revised project tables to reconcile figures and scheduled final action alongside a budget workshop.

Gahanna City Council approved a substitute amendment to Ordinance ORD-0038-2026 adopting the 2027-2031 Capital Improvement Plan. All seven council members supported the measure during an Oct. 19 roll call vote.

When Councilmember Merisa Bowers requested a summary of the changes during the meeting, Senior Director of Operations Kevin Schultz explained that staff reconciled summary tables across the six capital-plan categories with detailed project tables later in the document so that five-year expenditure figures matched. Schultz stated that an earlier version inadvertently included 2025 detailed sheets, which accounted for discrepancies and questions raised during earlier reviews.

According to Gahanna legislative records, second reading of the capital plan ordinance was postponed to Nov. 2, 2026. Legislative records list a Second Substitute Exhibit A designated as Final Revision 3 among the attachments for the measure.

The ordinance is scheduled on the agenda for Nov. 2, 2026. Under the measure, the adopted capital improvement plan will guide annual budget preparations and appropriations. Schultz also placed a budget workshop on the schedule for Nov. 2, 2026.

Previously, Pique reported that Gahanna halved its income tax growth forecast as remote work squeezed its capital plan.
